another TPS ?

Trying to adjust my new TPS on my 89 4.0 auto. but I,m not getting a reading on my volt meter from pin B-C ,I get a reading on A-B.I,m using safety pins pushed into the terminals.Bad wire or bad TPS or is there a fuse for this.

I unplugged it at idle and nothing changed or does it have to have some throttle to it?

Not sure why you wouldn't be getting readings, unless the TPS itself was faulty, maybe. Here's a quick video I did when I adjusted the one on my 90xj, if it helps.
