Another "No Heat" question....

Another "No Heat" question....
01 XJ with right at 170k on her.
Jeep has very lukewarm heat. This is my DD and I put a new radiator, water pump, thermostat, and hoses on it last month. Blend door appears to be working since AC blows cold. Both heater hoses are hot. Flushed core during change and have unrestricted flow.
I have noticed some black foam trying to come out of the center vents a time or two. I don't have a good comparison point but to me it seems like the air out of the vents doesn't blow as hard as I would expect it to. Is it possible that something (maybe the foam I am seeing) is blocking the air passage on the hot side so that I don't get good heat transfer).
I really don't want to tear the dash out right now as that will burn a weekend that would be better spent hunting.

Heater core? Seems to always be what it comes down to. Every year I tell myself I'm going to do it and then every winter comes and it gets too cold to do it. Vicious cycle.
