Default Another Cruise control question

Ok Im new to jeeps and I just bought this thing. 97xj sport. My cruise does not work. No light on the dash when I turn it on. I have searched this in several threads but haven't found and concrete answers to my delima. Can it be just the switch? If so how would I check it? I have it out and there two wires in the plug.(switch in on the wheel not the turn stalk)
Should there be continuty between the terminals? If so when? while pushing the switch or what. If not the switch where else would I look. Should there be some current coming to the plug when the engine is running? I would assume that even if the vacuum lines were crap that the system would still come on. Is this correct? Any help would be appreciated.

Nope, the light won't come on if the system doesn't have adequate vacuum.

Some good info there (if you can figure it out)! Anywhoo, I have the 5v at the switch plug and activating the switch effects the continunity between the terminals on the switch. So I can only assume based on what little I know that everything is good at the wheel. Does anyone know how to tell if I am getting power to the servo when I activate the switch? I believe that may be my problem but I am not too confident with my multimeter. I checked for voltage there but there are 4 terminals and I have know idea which is which.
