Alternate Fan problem HELP!!

My jeep, just like everyone's, developed a gremlin in the electrical system. Whenever it's under a hard strain (i.e. wheeling, going fast) the electrical radiator fan stays on after I turn it off. "Not a problem" you might say since thats what they are supposed to do. However they are not supposed to stay on forever, and most certainly not supposed to drain my battery

Here is what I have done so far to combat this issue. I have tried unplugging and plugging it back in, doesnt work. I have replaced the computer, doesnt work. The strange thing is, my temp sensor never reads hot. Even when I go back out to my jeep after it has cooled down(and the fan is still on) I start it and let it idle for 15-20 secs and shut it down, the fan still remains on. I have gotten into the habit of leaving it unplugged until I need to drive it again, but I forgot to plug it back in last weekend and blew my radiator wheeling
!!!! No more will this fan problem defeat me.
Could it be a bad coolant temp sensor? or what?

Coolant Fan Relay Control Module. located on left fender side shield, they tend to short out leaving the fan relay energized. The fan relay has power at all times, so if the control relay defaults to ground it keeps the relay energized and the fan remains on.
