Could b clock spring, horn and cruise are separate circuits. Airbag wires could b broken but cruise and horn r ok. Just sayin that its possible. The wire under ur seat is for Ur seatbelt warning light I would assume.

With out knowing the code that is active in airbag control module it is a pure guessing game. Probably is clk spring. But Ur just taking a shot in the dark at it really. JMHO

I pm u a clockspring wiring diagram. If u are familiar with a DVOM disconnect batt and wait a bit then pull airbag off and column shroud so u can check continuity through clockspring. That way u can rule out one item at least.

Ive got the clockspring from a 96 with airbag, id sell. I have a grant wheel.

the only advice I have other then that is bad, and you shouldnt do it.

but, if the surround to your gauge cluster was to just so happen come off, and the cluster pulled itself out a little, I suppose the air bag light bulb could fall out the back.
