AC not working - no cold air - is the compressor bad?

Default AC not working - no cold air - is the compressor bad?

I have a 98 xj. The AC does not blow cold air. I tried to recharge, however, it did not get cold. The "recharge" guage was maxed out.

I have a 99 xj as well, and the AC works fine, blows cold air. I decided to hook the guage to my AC, and it cycled with the compressor, as it went on and off, and was reading the normal lever (40?).

Is the compressor bad in the 98?

turn the xj on, turn on the AC, does the clutch engage or is it just sitting? sounds like it could either be the compressor or maybe clutch isn't engaging. the clutch is on the front of the pulley.
