Default AC/Heater blower-HVAC REPAIR

Alright guys I've been searching around and can't find anything. If you have a solid link that will help me out, I'm all for it.

First off- 1999 Jeep Cherokee XJ 4.0L I6

Second- I replaced my evaporator core, and the blower motor resistor today and when I got everything hooked back up and put together, the blower isn't even engaging. I need my AC before summer and the fan is essential in providing this. It makes a little whining sound from the dash somewhere and I can hear the strain on the motor. I'm assuming the heater is working, but the fan just isn't pushing out heat. Anything helps but if you've been here before, I need some guidance.

When you had the HVAC Unit apart to replace the evaporator core, did you have the blower out? If so, when you reinstalled it maybe you got some foam seal jambed around the blower cage.

You can look into the fan chamber through the Recirc Door opening to see if the blower cage is turning with the blower turned on.

Roll the glove box down by removing the rubber stoppers, then looking in at the Recirc Air Door opening. The door has to be open. If it isn't, start the engine and place the Mode selector to MAX Air (Recirc) and the door should open. Using a flashlight, look in at the blower cage. Turn the fan to all the speed settings and see if the fan turns freely. If it doesn't, pull the blower out and clear the obstruction. If it does turn freely, there problems elsewhere.

Pic below shows the Recirc Air Door opening (with more removed than just a glove box roll down).

Thank you CCKen I'll take a look at that as this has me lost. I did move the blower but just minor adjustments to get the cover off of the HVAC.

My control panel doesn't show a re circulation option. Can I manually move the flap door open to look at the blower fan? Thanks

See pic. It is selection number 11 in the pic.

The Owner's Manual refers to it as "Max A/C - Recirculation".

Ok I looked in there while it was on full blast. And it is getting caught on something. Probably the seal. Will I need to remove the dash again and pull the HVAC out as well, open it up and fix it? Or is there a way to access the problem with out a days work?

Pull the blower from the engine bay side.

Try this, it may all you need to do to get at the foam.

Ok I got the blower out, it checks out as in it still spins and works. But when it's in it isn't pushing air out the vents. Why isn't doing so?

Update: blower is running just fine without getting caught or rubbing on anything. I replaced the blower motor resistor and my fan still only works on setting "4", what's the answer to that? It's a brand new part.
