Question ABS Brake Issues With Fuse In

I am new to Jeeps and obviously to this forum. So far I have found many things that have helped me improve my jeep and repair problems over the last week that I could not find help for else where. So thank you all. I have 1992 Cherokee Lorado. If I leave the ABS fuse (40A found under hood) out I have no issues with the brakes other than the light being on. When I place the fuse in and attempt to brake going any faster than 4mph then the brakes pulse and do not want to stop the Jeep. On a note it did have the death wobbles but those were repaired prior to my purchase as well as many other things. Here is what has been fixed unsure if it will help.
Water Pump 4/25/11
Reduce Casters ect.... 4/12/11
Tracking Bar 4/12/11
Replaced U-Joint 4/12/11
Tranny Oil and New Vacuum Hose 3/24/11
Steering Stabilizer Shock 2/14/11
Repair to Rear Brake Line new line installed 8/3/10
Replaced Front U-Joints 8/3/10

I still need to replace the leaf springs before winter and plan to do Captainofiron's oil catch can for blowby. Hope someone can help!
