99 XJ Sporadic Radiator Fan / Loss of Electrical Power

99 XJ Sporadic Radiator Fan / Loss of Electrical Power
For the past year or so my radiator fan has been turning on and off constantly. I have replaced the radiator and hoses, I am not losing coolant, but it still just sits there and cycles "on for 5 seconds, off for 10 seconds." It was just kind of annoying at first, but now I'm noticing that every time it kicks on everything electrical goes really dim, my turn signal (if in use) goes nuts (really quick flashing, as if a bulb is out), and it's starting to worry me that I'm going to end up stranded.
Here's what I think so far...
1. The battery and or alternator is going out and the kicking on of the fan is the little extra draw needed to let me know I'm not getting/retaining enough electrical power. (Although the gauge doesn't dip.)
2. A bad thermostat is causing the fan to just cycle. (This is my first Jeep, I'm not sure which thermostat to start with or where)
3. None of the above and I have no idea what I'm talking about.
4. If it's #3. Where would you suggest I start?
any help would be hot.
BTW. Not overheating. Not losing coolant. Runs great.
