I'm looking to buy a 97-99 XJ 4WD, and a few that I've looked at have the same problem. The drivers side master switch works all the windows so I know each actuator works, but each individual button doesn't work on each window. Is there a fuse or something causing this? I've seen it on two different trucks.

Also, one a 99 I'm looking at, when I roll the drivers side window up, and the window reaches the top, instead of stopping, it makes a fast clicking sound (like a cog skipping teeth?), like it's still trying to go up. I'm assuming this is just a switch problem for that window? The sound stops when you release the button, and it goes up and down normally other than that. Any ideas on either? I'm just wondering how much it's going to cost me if I buy one of these trucks to repair this stuff. Thanks, Tony

I found the answer on another site and thought I'd post it here, apparently this is a common problem with 97-99 XJs.
