98 xj with no parking lights or dash lights..WHY?!

98 xj with no parking lights or dash lights..WHY?!
i replaced the headlight switch and still nothing...but if i jump the Instrument Panel fuse to my cig lighter fuse they will work so there must not be no bad connections to the lights...any help would be awsome thanks
