98 xj delay wipers won't work high/low work fine

Okay my problem is I have looked and listened to a lot of posts I can find out why my delay wipers aren't working my high and low work fine when I put it in delay mode it's nothing it's like it's dead I have listened to a lot about a little black box velcroed the relays underneath the hood I can't find anything that tells me exactly how to fix a 1998 XJ Jeep Cherokee and what is causing my delay wipers not to work if somebody could please help me I would very appreciate it

I'm not sure whether your 1998 is like my 1992. The high and low speeds are separate circuitry from the delay.
In my case it is as you stated. The trim above my knees in the driver's seat has a rectangular piece secured with hook and loop tape to the top side of the trim above the floorboard. That module has a male and a female end. That is very convenient because one can bypass that module by plugging the female end of the connector to the make end of the other connector to test the module.

From this it appears that you switch has the module self-contained. Maybe someone will post to confirm.
