Time stop playing hopscotch....seriously.
You stated that there's no power to the battery...okay. Why? It's a matter of the current from the battery not having a pathto the applicable post on the starter. This means that you have a break in the wiring somewher. this break could be a physical break in the wire, a poor splice/juntion, a wire or cable that was not connected, etc. So let's try this. Disconnect your battery (both + an -) and make sure the cables aren't touching anything. Next you need to set you multimeter to read Ohms. Place one lead on the positive cable that you removed from the battery, the other lead goes to the + terminal on your starter.
What is the result?
If you don't get any reading (Infinite Resistance) then you need to remove the lead fom the starter post and physically trace the wire from the starter back towards the battery. IIRC the next place to check will be on the front side of the Power Distribution Center (PDC).
What's the result?
Let's stop right here untill you've had a chance to perform the steps listed.

Ok. End of discussion time. Went thru the NNS adjustment before yanking it out, and low and behold, it was out of adjustment. One little tweak and the whole thing energized. So since I was already down there, I pulled that POS and tore it apart to rebuild it. Works like a sum*****. Just gotta fine tune it to get my back up lamps on, but thats no prob since I can move it to put it on the lift to deal with brakes and the 241 linkage adjustment. Thanks to all for the input.

Bowtie it would be advisable to fill in the data on your profile page so we can answer your question without asking you more questions. Overland assumes you have the automatic trans. I want to know if that is the case and that it is an XJ and not a ZJ that you have.
On an XJ sometimes a BFH to the starter will work if the brushes inside are dirty or not well seated to jar them into place. Eventually the starter will need to be removed and cleaned and/or replaced.

UPDATE - I eventually replaced the starter (in the spring of 2011).

For future reference, I was wondering if you can always start in neutral when the NSS stops functioning properly. Thanks.

Nope, I couldn't start it in any gear. There's a thread that deals with jumping the NNS to get it started til you can fix it... Or just carry a wrench with you so you can adjust it while away from the workshop...

My problem was the NSS, after servicing it, it works fine (well, as fine as I adjusted it). Do a search on this forum for ignition switches, as I know a few on here were having problems with them lately...
