98 Cherokee - AC Not Working

I have a 98 and a 99 cherokee. The 98's AC is not blowing cold air.
I bought R-134a with a guage, but I did not notice it getting any cooler. The guage appeared to be stuck in one position.
I hooked it up to my 99, which has cold air. The guage "cycled" with the compressor, as it went on and off.
Is the 98's Compressor Bad? or what else could it be?

Engine: 4.0 with all of the noise and clatter
You have a leak in the system and that causes the compressor to not come on. Take it to a shop to have it repaired if you're not sure how an A/C system works.
