97 XJ Fuel Sensor Problem?

My in-dash fuel level guage has been dying a slow death. Gradually, the guage shows increasing levels of fuel, even when there is not any. At present, it will never show less than 1/2 tank, and the reserve capacity warning light does not come on. I found out by running it dry while towing my boat. When I fill, it does go up to full, and gradually, as I use fuel, descends to the 1/2 mark at which point I have run about 330 miles and the tank is physically empty.
Currently, I must depend on the trip odometer to estimate remaining gas.
Am I looking at a tank sensor replacement? I view this with some trepidation. Would I need to drop the tank to do it? Is there anything else that might cause the gauge malfunction?
I'm pretty much a rookie here, so your help would be appreciated.
