Default 97 Country won't start... no clicks, went through troubleshooting

Hi, new to the forum, and have a question. My son got a 1997 Country. It ran fine until the other morning when he drove it to school. He parked it there and it was fine, but when he came back out after school it wouldn't start. We were able to use a screwdriver to jump the starter and can drive it that way.

In the meantime, we've checked the NSS, and it is fine. Disconnecting the harness and using a wire to jump the appropriate connections resulted in no luck, but a continuity test did affirm that the NSS was giving the right signals in P, N and R.

Pulled the starter relay. Was able to start the Jeep using a paperclip between 30 and 87 so the wiring between the fuse box under the hood and the starter is OK. Tested the relay with a 12v power source and the continuity tester, and it worked fine.

So it seems that it has to be something between the ignition switch and the starter relay. I'm not really sure what I should check next or what the next elements in the flow are.

Any ideas on what I should check next?
