when you say all the lights work, do you mean when you put on the hazard lights, or that they light up but do not flash?

Well, if you have flashers when you go to hazard than the bulbs, sockets, and about 95% of the wiring is all the same for both.
The manual I am using (downloaded from here someplace) shows that the only things that are not common between the two are the flasher (combination flasher, but seperate contacts for each) and the turn signal multifunction switch.
That and a bit of wiring in your dash.
I would start by changing out the flasher and seeing if it helps. They are pretty inexpensive.

Turn Signal Flasher
I've got an early 96 (Feb to be exact) sport that came with a 96 Owner's Manual Addendum Card. Don't know if you have this card. The card has information that replaces the Fuse Panel information on pages 200, 201, and 202 in the Owner's Manual. Your turn signal flasher fuse should be a 20 amp yellow in cavity 10 (not 8). Hope this helps.

Too bad, I hope you get it working. I had to gut the interior on my 96 XJ because of wiring issues. 96 wasn't the best year for XJs, especially early 96.
