96 Cherokee ignition problem

96 Cherokee ignition problem
Like the title says it has a ignition problem. Has a tilt steering wheel, and it will only start and run with the steering wheel all the way down.
No electronics will even turn on with it in any other position, and when it is started, if you move it from all the way dow it kills the vehicle.
And ideas? Hoping this is aproblem common with jeeps and easy to fix!
