96 Cherokee electrical gremlin

96 Cherokee electrical gremlin
I put a test light in line on my negative cable and pulled fuses until it went out... it's a 20 amp fuse in the fuse block under the hood... seems to control radio and door locks... I unhooked the radio completely and it still had the draw... any ideas?
