96 4.0 HO oil problem

I bought a 96 sport with a bad rear axle to fix up. The guy had just had the engine re ringed but wasn't getting oil to the rockers. I figured it was just trash left over from the re ring. I pulled the rockers and push arms and checked inside with a bore scope. Couldn't find any trash. Its actually really clean. I'm getting plenty of oil pressure, so I know its not a bad oil pump. Any ideas?

Well I haven't been on here in a while but I did figure out the problem. The PO had re ringed the engine and did not torque the rocker arms properly. I loosened each set, brought each cylinder to tdc, then re torqued. After running for 5 minutes it had plenty of oil to the head and quit tapping. I think it may have been possible that he did not prime the lifters either. Jeeps running great now.
