Default 95 XJ fuel delivery question???

I have been lurking around here learning about my XJ and now I have a question I would love to get your thoughts on...

I have been having a couple issues with my 95 XJ.
It has a 4" lift and 31's. 165K miles
I have put new plugs, wires, cap, 02 sensor and BG fuel cleaner
It has not thrown any codes, but it seems to be running rich so I replaced the O2 sensor. Codes are still clear.
It runs awesome as far as having plenty of power. Especially compared with other 4.0's I have driven.(family and friends)
1st-I get terrible fuel mileage. I average around 11-12 mpg. (family and friends get 15-19)
2nd- If I rev it up a bit while in park and let off the gas pedal I can hear back fires through the exhaust. No real loud POPS just little pop, pop, pop.
3rd- At idle it runs kind of rough. It seems like it wants to die but never does. When it is warmed up it is fine.
4th- When starting it for the first time of the day, it will act like it started, but when you let off the key it dies. When you crank it over again it fires right up. Seems like to me like there is no fuel pressure when you first try it for the day.
Here again I am running out of thoughts. My last guesses would be TPS,CVC, EGR or PCV. I have not done anything on these.
Any ideas?
Thanks for the help!!!

Turn your key on and listen to the fuel pump. I was having almost the same problems out of mine replaced the fuel pump, ran some injector cleaner through it and now its running right. You can try priming it a few times before you try to start it too.

Your supposed to hear the hum. Listen to it really close, it should be a smooth consistent hum.
