Default 94 cherokee 4.0 ho

Just purchased this 94 cherokee and has a few issues. One the auxillary fan does not turn on, I replaced the sensor located in the front top of the engine and tested the relay. With the ignition off I did a voltage test and getting 5 volts from the ecu, I am guessing and the other wire on the connector show's it is grounded, which does not make sense to me unless there is a short somewhere. I now the fan works hooked it up to 12 volts and it turns. The car over heats when not moving because the fan does not work, also the a/c clutch does not turn on when I engage it on the dash. I also hooked up the clutch to the battery and it does engage, checked the relay seems to be fine also. I am definitely not a mechanic so please bear with me.

If you have the Jeep running and disconnect the CTS plug (the one on the thermostat housing), does the aux fan (the electric one) kick on?

Overheating at idle almost certainly means an issue with your mechanical fan clutch rather than the e-fan. The mechanical fan moves a lot more air than the e-fan and the e-fan only kicks on after the temp reaches around 220 (so 10 degrees over normal operating temp.)
Replacing the fan clutch yourself is an easy and inexpensive (about $40 for the part) job that might be a good initial project for you. Since temp is such an important thing in keeping the engine from serious damage, I'm of the mind that if you even question that the fan clutch is not working correctly then you should immediately replace it.

If the a/c clutch does not turn on normally but does when you jump it then you don't have enough pressure in the system. You can refer to my A/C novice threads if you want to tackle fixing that one yourself.

There is no mechanical fan 2 e fans and the main fan comes on when the engine starts and when I uplug the sensor the auxiliary fan does not come on. In the relay box I tested the a/c relay and the relay itself is ok, but when I turn on a/c I am not showing any power on the relay connection points. My error codes are 35 Radiator fan control relay circuit-open or short detected in the radiator fan relay circuit which would explain fan not woring. 32 Air conditioner clutch relay circuit-open or short detected in the air conditioner clutch relay circuit which would explain the ac clutch not working

This is a regular cherokee (XJ) and NOT a grand cherokee? The XJ in 94 - factory- uses a fan clutch. It's possible that a P.O. eliminated it, but then that could be the problem. The mechanical fan moves a lot more air than an electric.

If the fan didn't come on when the plug was removed then there's a problem upstream.

If this is a regular XJ cherokee it sounds like someone has done a number in the wiring and it may be a lot of tracing stuff with your multimeter.
