92 XJ wont Crank. Relay?
My friend recently bought a fully loaded 92 Laredo that had been sitting for about 11 years. After cleaning it up and looking it over we decide to see if it would run. We replaced the starter, and when we jump the starter to the battery the engine cranks and sounds healthy. When the key is turned the lights dim, the starter relay (in the fuse box) clicks but the engine doesn't crank. We bypassed the neutral safety switch and still nothing.
Are we missing something obvious?
We checked every ground we could find.
Any ideas?
Thank you.

I seriously want to say no because the starter makes 0 sounds of any kind. It's a brand new starter.
But when we turn the key we did test the CPS, the coil, and the Cam sensor and they all get power.

It would not be at all surprising if you have gunked up relays or switches, after sitting that long. Probably some corroded connections, too.
A meter, a test light, and some patience are needed to resurrect an 11 year sitter. It's just not good for a vehicle. Expect problems.
A few random suggestions:

A few random suggestions:
- Pick up some CRC Contact Cleaner. I think you'll be needing it.
- Get a notepad. Write down what you do, or you will mis-remember what tests you have done and what results you got. You'll get confused, and that's frustrating.
- Use both a test light and a multi-meter to test circuits. Here's why.
- Peel the onion. You will likely find multiple problems. You solve one, and there's another layer of problem underneath. Be patient.
