92 Jeep Larado Fule Pump

92 Jeep Larado Fuel Pump
When the temp gets below 50 fuel pump will not turn on, I have replaced it but still the same outcome, replaced filter and even tank, relay. If I leave the key in the on position sometimes after a while the rely will start clicking and then engage. Just going nuts and broke over this.. Any Help Please?
