Default 91 xj fan/heater problem.

So I'm having a couple problems with my Cherokee. First, when I turn on my jeep the fan automaticly comes on. It doesn't matter which setting the fan or heat are on. It sounds as though its blowing at a medium low fan setting. Then when I turn off the jeep, the fan stays on for a second and then slowly whines down. I checked fuses they are all fine and have not checked the relay. I have no clue what it is. Second, the cable coming from the temperature control lever isn't attached to anything and I don't know where it attaches. I gave the heater core a couch before I realized the cable wasn't attached. The jeep doesn't seem to heat up more than about a quarter of the way up the gauge. The jeep is new to me so I don't know what the normal is. Any advice would be very Apreciated. Thanks!
