Ok the cps checks out at 215 ohm. But the intermittant not starting problems I was having points to the cps. Could the cps check good but still be bad?
I know you have to have a wave signal, when I crank I only get .1 acv sometimes 0.

Sounds like your distributor is mounted 180° off (it'll still run but not well), but if you haven't removed it and it ran fine before my next guess would have to be your computer. I know you've probably gone through every plug several times already but are you using generous dilectric grease?

Update:
I pulled the ECM and it is actually a reman from 1999. I pulled it apart to check for any burn marks or anything else, looked fine.
I ran a jumper to c1 and d1 to check for continuity to CPS both wires are fine. Cleaned plugs put it back in.
Does the CPS make the injectors fire to?

No the Cps just allows a spark to fire. It reads the position of the Crankshaft and sends the "ok" for the ignition coil to spark. I have no idea man its got me stumped. Do your spark plugs smell like gas when you pull them out?

Ok after reading more off greatlakes The CPS does send a signal to the ecu along with the stater to fire injectors, and icm to fire coil. They state the motor will start and run with a bad stater, just will run like crap because the injector timing and spark timing will be incorrect. This is all stated from the manual on greatlakes website.
So I know that the CPS wiring is good, So it has to be CPS itself (even though it tests within spec) Or the ecu which I highty doubt. All the grounds are good. So I am going to buy another CPS tomorrow and try it. This one is pretty new though.

I got it... I had this same problem with my DeLorean, turns out the flux capacitor wasn't making the 1000000 gigawatts like it was supposed to. I fixed it by harnessing a bolt of lightning, worked like a charm.

Well I fixed it. Went and bought a new CPS and still nothing. Had injector pulse, and pulse at ICM. Replaced coil and presto Runs like a dream.
