Default 89 CPS woes

Replaced the cps in my 89 comanche due to it melted from exhaust manifold. Went to NAPA and the voltage only measured .2 AC volts. I noticed that the wire was shorter than the one I took out. After checking with 5 different part stores found out that the CPS for an 87 is longer (autozone) and I can route it around the head. The longer one I got from autozone also only read .2 AC volts, engine ran fine and I decided to just go with it.... I know I need to be up around .5 but even the one from NAPA only had .2 volts even after drilling out the holes and getting it closer.

Question 1: is there a reason the 87 is longer than the rest and any reason it would put out less voltage than a part for an 89?

Question 2: by drilling the holes out and getting the pickup closer to the flex plate will that actually increase the voltage? Or does it just mean it will pick up the signal from the holes in the flex plate better?

Ps automatic transmission and flex plate is clean with no debris...
