88 4.0 Running Rich?

I think it's running rich. Im getting bad gas milage and I can smell gas when I first start it up. Is that what it means? If so can you please help me trouble shoot this. I just did a tune up, new plugs wires cap and rotor. new fuel filter. It has good fuel pressure. im not sure how to fix this. Could it be the tps sensor doing it? I just replaced it but maybe I didn't get it dialed in completely.....

Howdy. Cruiser will be along any minute and tell you to go through your grounds as explained in the link in my signature. You can check your MAP tube as well:
There is a brittle little tube. It comes out of a rubber plug, low on the engine side of the throttle body. It runs back to the firewall, then up to your MAP sensor sort of high up there near center on the firewall. CRUCIAL!! The MAP will tell the ECU to dump fuel with less/no vacuum. Any crack or blockage and it will be pig-rich. (black smoke, fouled black plugs). You can pull the line off the MAP and feel for vacuum with your finger. If it runs!

Oh, you bet, That thing is crucial. Nothing against duct tape...but not there.
That line should end up running down from the MAP so it could drain. There is actually no "flow", and you want fast response of vacuum changes to the MAP. If a low spot had fuel or condensation in it that might slow things down.
It can use any manifold vacuum. I like having mine as designed.
I have mine spliced in a few pieces. Small vacuum line will fit on that small ridged line. It' gets to be more fun when you snap it near the rubber plug on the TB. Then you need to get the stub out...For now just try not to break it there.
