6volts to fuel pump

94 cherokee 4.0 aw4
tested volts coming from relay box getting 12 with key in run position.
at pigtail connecting the fuel pump sending unit tbat goes into the cab on the xj its getting 6volts
figured out that my "fuel" problem isnt fuel problem but an electrical disgiesd as a fuel problem,
i also tested the wire under the kicker panel on the driver side tested at 6 volts......
could the wires just be bad? could it just be the pig tail?
if i have to run all new wires could i bypass the relay and just run wires directly from the sending unit to a toggle switch to the battery?
please i need it running asap!
and on a good note my entire fuel system now has a warranty......

Your testing for battery voltage on the orange wire? Did you check to see if the black wire is a good ground?
Wire could be bad, it's not implausible. You could try running a jumper to the orange wire from the battery to verify that's the problem, but a toggle switch is not recommened, you would be bypassing a safety feature doing so.

Zat 94 still have the ceramic fuel pump ballast resistor on the inner fender by the air cleaner? Bat voltage goes to the front, and a few less go out the rear straight to the pump. It happens that those connections there get funky.
You can can, or bypass it. Mainly it's just to quiet the pump some.
