$50 bucks down the tubes. Need Help

Ok, so my instrument cluster died. So I read online about them going bad, etc. So I kept blowing my #17 7.5 fuse so I figured that it must be between the box and the cluster. I bit the bullet and bought a used cluster for $50. When I plugged in the new one I am getting the same problem. What could be causing this problem. I can not find anything wrong with the wires that I can see. Has anyone ever come across this type of issue? I have a feeling it is going to to be one of those moments that hit me in the head how simple it would have been. Thanks so much.
