4.0 won't run when key 'ON'

4.0 won't run when key 'ON'
I changed my oil on my 88 Limited Cherokee today along with putting in a block heater. Changed the oil, pulled the air filter box out, poped out the freeze plug, put in the heater, and put the air box back in. Now the Jeep wont start. When the engine starts, it goes up to 1500 RPM, but as soon as you turn the key back to 'ON' instead of 'START' the fuel pump shuts off, I loose fuel pressure, and the motor dies.
What tells the fuel pump to stay on when the engine starts? If I keep the key on start the engine runs for as long as I keep the starter turning, but when I turn the key back to 'ON' it dies right away.
So what Im getting at, is what tells the ECM that the engine is running and to keep the pump on when the engine is on. I know that the pump doesnt run when the key is 'ON' and the engine of off.
I just cant keep the pump running even if the engine is running unless I keep the starter turning, Im assuming the pump is hot wired when the key is on 'START' but only pumps on 'ON' when the ECM or whatever tells the engine is running.

First since you were working on the air box look on the drivers inner fender at the resistor for I am told its for the fuel pump,its about 3 inches long with two wires coming out of it ,its right by the air box . If thats not it its the relay or the fusable link going to the relay
