Since it heats up when moving slow or when stopped, It sounds like an airflow problem. When your moving there is enough air flowing through the radiator to keep it cool. But when your stopped it relies on the Fan(s) for cooling. Check the Fan (s) !

If it has an Aux electric fan thats likely the problem.I just went through this same thing and it was the Aux fan !
