2000 XJ PCM and Coil pack fuse/power issue

Hi guys,
Quick one; I'm troubleshooting through a random misfire issue that happens sporadically, comes and goes.
I recently unhooked the battery and reset the PCM and it happened a few 100KM after that. A couple other thing also went haywire and after cleaning most of the grounds, (specifically the PCM grounds) the problem(s) seemed to have gone away...until now.
I took a multimeter to check the power to the PCM and Coil Pack on the fuse box, but there seems to be no power running to the fuses, checked them manually, no problem and stuck the volt meter where the fuse sits, still no power...am I missing something here?
FYI I am a serious novice at electrics.
