2000 XJ Cooling Fans

On my 2000 Limited. I noticed only 1 of my 2 fans are running. Is it suppose to be that way, or are they suppose to run simultaneously.

The one on the drivers side is the electric fan and only comes on when the AC compressor is on or your coolant temperature reaches 218 degrees.
