i emptied and filled mine about 4 times and would let it run. i also ran some prestone system flush in there and had a ton of nasty water come outta my cooling system. when it finally started looking better i emptied it and put 50/50 back in it and it helped keep the temps down alot better. i still plan on replacing my radiator this coming summer but a system flush is definetely in order from seeing what your stats looks like. but i just pulled off the upper/lower rad hose and used a air gun and it got most of the coolant outta the block. same stuff with the radiator, just used air. and when i filled it..i just drilled a small hole in the new stat, connected the bottom hose and started filling the radiator till it was coming outta the neck. it'll take whatever else it might need from your overflow. just keep a eye on it for abit.

Just turn it on and fill it through the radiator cap until its full and fill the overflow bottle up to the "Full" line.

Don't you dare dump it down a drain, not only is that very very illegal. but its bad for the environment and gives Wheelers a bad name. Be responsible and take it to your local auto parts store or a mechanics shop and you should be able to dump it there for free
