2.5 diesel wont rev over 2k

2.5 diesel wont rev over 2k
Hi, this is my first post on here, i have just bought a 99 xj 2.5td manual
The truck starts well and it will rev free when your not moving, however as soon as you pull off and drive it will stop reving at around 2k, is there anybody who has had this before?
The filters are all good and theres no smoke
Im thinking ABS fault maybe as it only does it when moving?
There are no codes in the ecu, nor are there any lights on.
