Engine started to run rough and revving and stalled. Set code P0121 throttle pedal position sensor A circuit range performance. Simple, tested wiring ground, 5 volt reference and output to PCM. What I found is i have 4.96VDC on my signal wire, with sensor pluged in and when unplugged. Unplugged PCM and tested pin A23 and have 6.4VDC. Signal wire no shorted to any wiring to PCM or ground or battery positive. Any advice would be helpful.

Welcome!
That's not a complete test of the TPS. You need to test the output as you sweep the TPS across the range of motion. There are a bunch of good videos on the Tube.
