Default 1998 Cherokee Limited made the deads. Help!

I was driving it and the check gauges light came on. the battery gauge was all the way down. Then the check engine light came on. The issues are the car doesnt star moving until it hits like 3k rpms, the belt is a bit shredded, but all the pulleys are moving. It smells like there is something burning and its leaking a fluid that is like a rainbowish colour. What has gone wrong with my beloved truck?

It sounds as if you have a few problems. One is not knowing your fluids. Describing a fluid as rainbow colored makes it hard for guys like us to feel inclined to assist.
So before going further with describing what your issue might be. We need to know the fluid that's leaking.

Well, I've taken a second look, and its transmission fluid. its everywhere. that explains why the belt was slipping and why i wasnt getting any power on the wheels until 3k rpms. How would i even begin to troubleshoot something like this?

Find where its leaking from. Check the two lines going into the radiator then follow them from there. Also so male sure the leak is not coming from the lower part of the rad.
