So i have a 1997 Jeep XJ Country 4 Door Automatic 4WD, with 75,000 miles on it. So 1st off, Whenever i try to rotate or turn my wheel while parked, i hear a loud noise, its hard to describe so i will be attaching a link of a video of me turning the wheel so you can hear the actual sound being made. P.S i took the jeep to my buddy's shop, to my surprise while i was turning the wheel, with the jeep in the air on the lift, no sound or noises were made, i'm not sure if this is relevant , but oi thought i should add it. 2nd my check engine light has been going on and off for the last month, every time it goes on i check the code and get 12-31-55, the light normally goes off between and hour to a day. Please note, i would consider myself a novice to cars, however i'm eager to learn, and can pick up things quite quickly, thanks in advanced.

Check your power steering fluid. Probably low. Mine has a leak so i need to top it off every now and then. It doesnt make that noise when lifted up because there isnt any resistance on the system to strain the pump. When the wheels are down you have resistance from the ground on the tires and so, resistance on the steering system.

The code 31 means evap system leak. Hit up google, best place for information and they have pictures for us visual learners hahaha
