Default 1997 country blower motor issue

So in my 97 I've had a heater core leak for awhile. I decided to fix it a couple of weeks ago. I replaced the heater core, ac evaporator, blower motor and ac dryer while I was doing it. Prior to fixing everything my blower motor would only work on 1 and 4. It would stay the same on 1, 2, and 3. Now since I've replaced all of that my blower motor won't work at all. I've checked and I'm getting power to my blower motor. I'm getting 12 amps to the wire going into my blower. The 40 amp fuse is good. When I unplugged the prongs on the blower motor they were very warm. I tried hooking my old blower back up and it won't come on either. I'm just hoping to find an answer before throwing a bunch of money at it. Thank you everyone for your time!

12 "amps" or did you mean 12 volts?

So you're getting 12V at the blower connector? Is that with the fan switch on high?

Have you applied 12v directly to the blower to make sure they both work?

The notion that fan 1, 2,and 3 do not change the fan speed suggests something in the wiring at the switch or fan resistor. The different speeds just stack another resistor with High basically bypassing the blower resistor. Since 1, 2, and 3 are the same suggests the resistance isn't changing like it should. Take it out and make sure the resistor is good.
