1996 Cherokee "tape" under exterior body molding??

1996 Cherokee "tape" under exterior body molding??
Began to remove the body molding on my 96 sport yesterday hoping that under the molding was painted green like the rest of her. Uhhhhh, no. Just above my body molding was a black "sticker tape" type thing that ran the length of the panels which was easy to take off and was painted green underneath.
But under the actual molding was another black sticker tape thing that also ran the length (abt three inches wide) that would not come off. It isnt just painted black but feels like a sticker of some sort.
I figured I would use Herculiner and do the bottoms to cover it all up, but should I sand to bare metal or would scuffing this "sticker tape" crap really good be enough for Herculiner to adhere??

So I guess what my question is, is will Herculiner stick to bare metal worth a crap? I'm gonna have to get it down to bare metal it looks like and want to do it right. Just unsure if I should prime it first..

Try using a heat gun or hair dryer on the tape. Sometimes that softens the addhesive enough to peel it off.
If your paint is in good shape I would sand it lightly with a 120 grit before bedliner gets put on. don't go to bare metal unless the paint is peeling or if there is rust that you have to go over. If you do have to sand all the way down put some primer before the bedliner.
FYI if you bedliner over rust without fixing it first you will be doing this all over again in a year or two.

No rust issues at all.. I did use a heat gun to remove the top strip of tape which was only about 1 1/4" wide but the bottom part is not like that strip. Its strange, won't peel off like a normal sticker should. It is more like painted on or something.

Mine had the same thing underneath. I discovered this by accident, some of it came off when I pulled the trim off, revealing pristine metal-flake/green paint, just like the original paint job. Herculiner will stick to bare metal without any problem, according to their tech support people, as long as it is prepared according to their instructions. Just get all of the loose stuff off, scuff everything up, wipe with acetone or xylene, roll on your stuff. I did 2 coats on the roof and it turned out very well.
