Exclamation 1990 4.0 cranks but wont start. no power to fuel pump or injectors

I have a 1990 cherokee 2 door. i recently bought. upon buying i knew it had a fuel delivery problem. i got it home put it on the lift and went at it determined to drive it this week. well 10 hours later here i am LOL. So the jeep wouldnt even start to begin with, put a distributor in it out of my parts comanchee out back. jeep began to try an start. it will crank but wont start it will run if you continue to feed it starter fluid but wont run on its own fuel supply. put new fuel pump in it new cps previous owner had all the parts in the back so i said hey why not. still no luck jeep has no power going to fuel pump or injectors. i have put two different computers in it. still no luck. after looking at the engine harness and finding some bad wires i tore into the engine harness finding a few melted wires. someone replaced the motor back in 2007 and it seems like they did a half *** job. im more than willing to replace the wire harness considering the jeep is a 1990 and from florida with no rust at all. Here in indiana that is a rarity. i have a 95 that is a parts jeep and ill swap the harness and motor all over but id rather not do all that work if i dont have too. i have a 89 mj but i have already robbed the harness off it for another mj. any ideas? jeep ran for the previous owner and just randomly shut off driving down the road after wheeling. says it hasnt started since then. so it has to be somewhat of an easy fix. has anybody else had these problems? if so what was your solution.

1987 thru 1990 are completely different animals from other years. Is fuel pump ballast getting current when key is turned on ? It take a certain rpm for ecm to signal injectors to fire. Also grounds being dirty or loose will cause all kinds of havoc . Check for current on both sides....

I went thru and replaced the bad wires but some just had butt connectors on them and nothing at the other side I have tryed to find a wire diagram to follow but no good ones and no I have no current thru the ballest when the key is turned. But I have power to all my relays.
