1698 trouble code on 99 Cherokee Sport

1698 trouble code on 99 Cherokee Sport
I have a 99 jeep Cherokee sport 4x4 4.0 I am getting a 1698 code. My jeep runs and shifts great. The code says I'm not getting no communication from TCM . I have cleaned all connectors and took the cover off the TCM and no burnt or hot spots. I'm lost on what to do next. Any ideas? Thanks in advance

Fuse 16
Did you try removing and replacing the fuse? It's fuse 16 in the junction block and the same fuse that runs the courtesy lights. This is what the FSM says will clear the code.
