Default 06 Cherokee water leaks

I have a water leak coming from my passenger side wall under the dash by the door. There are two holes that were factory filled with foam. The larger one circled is where the water is coming in at. I was able to view the water dripping during a rain so I am pretty sure this is where it is coming from. Looks like water drains down between the internal wall and the outer fender wall.

See photo attached?

My questions are
1: is this normal for water to drain between these two panels?

2: best way to seal hole now would be some sort of silicone caulk?

You're in the wrong forum, as these forums are platform specific.

Assume you have an 06 Grand Cherokee.

Thanks TJ. Trying to figure out how to delete. If a mod can delete that would be fine. I have reposted incorrect forum.
