Just to be clear, when you say "cooling fan", is it the radiator electric cooling fan or the heating/cooling blower 'fan' that comes on?

In either case, is your climate control mode selector set to OFF when this happens?

~~~~~~~~
If it's the radiator electric fan, remove its relay from the PDC and examine the relay's pin cavities in the PDC for corrosion, and examine the relay blades as well. Try turning the key to RUN with the relay removed and see if the fan kicks on.
Do the same for the ASD relay.
Its the radiator cooling fan. And with the relay removed it shuts off. When i get buzzing i get the rad fan relay buzzing in parallel with the asd relay. There is no corrosion in the engine fuse box. I removes the under cover aswell and swapped relays with the 01.
The problem is we had this thing running and the instrument cluster still said no bus, then it just stopped starting again.
A test light should not be used according to the FSM.
Read below.
CAUTION: A 12 VOLT TEST LIGHT SHOULD
NOT BE USED FOR THE FOLLOWING
CIRCUITS, DAMAGE TO THE POWERTRAIN
CONTROLLER WILL OCCUR.
5 Volt Supply
8 Volt Supply
J1850 PCI Bus
CCD Bus
CKP Sensor Signal
CMP Sensor Signal
Vehicle Speed Sensor Signal
O2 Sensor Signal
See if you can buy a quailty digital Volt/Ohmmeter to use when troubleshooting your electrical problems. A fairly good one will cost in excess of $30.00. Do not get an "Autoranging" meter.
#10 is for the radiator fan relay and the Transmission Range Sensor (NSS).
Pull the fuses and relays from the existing JB and see what you find.
If you can, take some photos of the removed JB and post them.
If you don't have a Photobucket account you should get one for posting purposes. Photobucket is free.
Chill.
Have some beverages.
Did you or did you not disassemble the PDC to see if there's any problems with the wiring in the box?
ASD, Radiator Fan, now Starter. All controlled through relays in the PDC.
That JB is like new!
