Seriously, the pic you posted shows nothing. Post a pic of the entire unit from an angle that we can understand. I'm not in the market, but many guys here are. I sold 2 used units in only a few days, at different times, for $100 each plush shipping. They are in demand, but we can't see what you're selling. Add that to the fact your description of how it mounts does not jibe with what we know about OE XJ tire carriers (could be why he's asking for a part #). Never seen one (OE) that mounts to the hitch - and I think I've seen them all. Help yourself out a bit ... Pics say more than you can!
