i only use Oracle Vinyl. its an indoor /outdoor vinyl that has a normal lifespan of being outdoors from 4-6 yrs. of course this all depends on temps, exposure to sun etc for fading and peeling. The only time i have seen them not hold is when it is applied on a "dirty" surface. as far as laying on paint??? i am not sure of what painted surface you would be applying it on, but i have placed them on plastic, metal, aluminum, fibergalss, windows etc. without any trouble.

yeah i would work on it tonight but my wife has taken all my money and ran off with santa to finish the "list". so i am trying to maintain order at the house with my kids
