You seem to be the fab expert around here so let me fire this question at ya.
If I get a bumper without a receiver and later decide I want a receiver, is it possible to put one in the bumper I got? or will I need an entirely new bumper?

Yes, you could add one later if you wanted to. You would just need to cut a 2.5''x2.5'' hole in the front of the bumper, Weld the rec front and back, and add bracing.
