Default Fuse panel help

Hey guys im new here, i joined because anything i search for regarding my 94 cherokee country i typically get answers from this forum so why not be apart of it. My problem is while driving yesterday normal down the highway i had my a/c on max and blower full blast and radio playing suddenly the radio and ac blower shut off i moved the blower control a few times and hit the dash and eventually it come back on for a few minutes and went off again and i started to smell wires burning breifly so i got it back home. went out this evening to look it over and found a melted fuse in slot 8 ( turn signal flasher) this slot has a jumper wire that runs over to slot 10 which doesnt show anything to be there in the manual so i pulled the jumper and replaced the fuse. without the jumper the only thing that works is the instramentation and thats it, with the jumper back in place everything works as it should so is the jumper factory or is it wrong what should i do here i guess the issues i had yesterday were because the jumper wire got loose ive put a pic at the bottom of what im talking about. Thanks for any help guys

Seem like there jumping power from one buss bar in fuse panel to other with jumper. If you check for power at 25 amp fuse bet it goes away with out jumper installed.Do turn signals work with jumper removed

Well on the fuse that the jumper is ran to without the jumper the turn signals still work which is what that fuse is for but have no radio or blower without the jumper

Yeah I've had suspicion that the problem may be in the ignition switch, I'm planning to replace it as soon as I get time. I've noticed before when going to turn the ignition off sometimes just a bump of the key and the radio goes off instantly before you get it rolled back far enough to kill the engine like it's very touchy. I'm still curious why the jumper is there neither slot has anything to do with the radio or blower but they are somehow running through it

Power to fuse panel if feed from ignition switch. I would deff check into its plug and switch it self. Ther are different wires from it that feed different fuses in box according to position of the key .

on back of fuse box there are strips that feed power to fuses from switch if switch or plug are faulty power will be lost on all fuses on that strip. Checking for power at all fuses with jumper removed would be a good indicationn.
