Well just got off the phone with them. They said I had two choices. Pay or send it back. I told them that this was a non working bumper. That no hardware at all was attached. No hinge no frame attachment no latch and parts of the bumper were missing. Not to mention not a single bolt or washer was included. Jamie sounded in disbelief and felt I didn't know what I was looking at. She actually made me take pics of the whole bumper to prove all was missing. Now that kind of hurt. Out of this whole deal im the one thats word is put into question? So I sent the pics and she called me back with "it must have been left off at powder coating". She said she would ship out all necessary hardware first thing tomorrow. Im a pretty easy going guy but this would challenge the patients of a Buddhist monk. Well that's ware im at as of now. And for those of you still counting this is 8 weeks 1 day.
But 8 weeks.....sucks.

I think its just her and her dad maybe one other guy. Surely it wouldn't be that hard to figure out which one.

yes thats correct but the bumper and tire carrier are kind of worthless without there frame attachments. I guess I could make some. Then figure out what size hime joints they use but then I would have to figure out who they get there latching mechanism from. I still have to pay if I choose to keep it. But im probably looking at a few weeks to get the parts I need that puts me up around the 10 week mark. Also I have to attach the hime joints and latching mechanism and grommets. Dont get me wrong thats probably not all that hard but at the same time I paid "well kind of" for a completed bumper all I should have had to do was mount the bumper and install the carrier to it. Maybe im just in a bad mood I don't know. Just seems like this has been a rollercoaster.

I wouldn't call it a bad moon man. You have every right to be ticked off about this. First off they should be apologizing like crazy but at the least they should be offering you a pretty good discount to keep it and rushing you out the parts.
If you do send it back make sure they pay for shipping up front. Somehow I can see you ending up paying to ship back a part you already cancelled weeks ago and never getting reimbursed. And bumper shipping isn't cheap.
I guess there is a reason they are so affordable compared to the others.

After reading this thread, I ordered my bumper through Morris (with a fathers day $30 off code). It showed up in 14 days. From the tags, it looks like it was built just for me.
I didn't get a chance to unwrap it yet but it is clear they didn't short me on steel.

They seem vary hit and miss. I was told that they do keep some bumpers in stock. Just not the rear bumper with tire carrier. Im glad you got yours in a timely manner.
